The new delinquents; influx of 'crack' kids forces the juvenile justice system to find ways to adapt

Article Abstract:

The juvenile justice system is struggling to adapt to the influx of children of crack addicts and finding that methods effective with other juveniles are not with them. Some experts speak of a link between prenatal drug exposure and long-term behavioral problems and suggest that the many problems of crack child include high rates of depression and anxiety, short attention spans, inadequate social skills and agrressive behavior. Training for correctional employees must focus on identifying crack children and developing new approaches when the traditional ones do not work.

Beyond bookstore protests; conservatives fight to expand definition of child porn

Article Abstract:

The Child Pornography Prevention Act includes in such pornography computer-generated or other images that seem to be a minor engaging in sexually explicit conduct, and critics of the statute complain that the language is too vague, encompassing legitimate materials, such as depictions used in the medical profession and adaptations of Shakespearean works. Some federal district courts disagree with one upholding the statute in The Free Speech Coalition v. Reno.

New supplemment for kids of divorce; stock options declared income to be factored into child support calculations

Article Abstract:

The Ohio Court of Appeals ruled in Murray v. Murray that an executive's unexercised stock options were to be factored in as part of income for child support purposes. The court ruled that in situations in which an employee could decide whether or not to exercise the stock options, appreciation in stock value counted as part of income even when the employee chose not to cash in in a given year.
