The second decade of interest arbitration in Pennsylvania

Article Abstract:

A study was conducted of compulsory interest arbitration of Pennsylvania public safety employee disputes. The relevant legal structure has been in place since 1968, but it has been shown that during the second decade significantly fewer negotiations ended in interest arbitration than in the first decade. The data show that larger municipalities are more likely than smaller ones to complete the arbitration process. Contrary to expectations, it was not found that large municipalities with an organized police force also had other employee groups organized for arbitration.

Binding arbitration issues and a historical observation of the 1978 contract negotiations in the United States Postal Service: a retrospective view

Article Abstract:

A study was conducted to determine the relative merits of non-binding and binding mediation in a setting where a union represents workers. A review of literature and a case-historical study of the 1978 contract negotiations of the US Postal Service show that non-binding mediation is ineffective. The sort of binding mediation known as final offer arbitration is not very effective. Conventional binding arbitration does produce workable contracts though considerable energy is wasted by the creation of inflated demands.

The arbitration of tardiness cases

Article Abstract:

The author examines research on arbitration awards cases for employee discipline and discharge for tardiness. Issues in these cases include defining tardiness, the number of times employees are late, and the severity of the imposed penalty.
