"Trust but verify": verification in the joint implementation regime

Article Abstract:

Formalization of verification processes of joint implementation projects instituted by nations to reduce greenhouse gas emissions is necessary to the success of those projects. The combined effect of the United Nation Framework Convention on Climate Change and the Kyoto Protocol has been promising, but the legitimacy of their underlying environmental policies require accurate, reliable, and cost-effective verification procedures.
