Worldwide community takes action on ozone; amendments to the Montreal Protocol lead to new regulations

Article Abstract:

Countries have recognized that the response to the problem of stratospheric ozone depletion must be global and responded in 1985 with the Vienna Convention on the Protection of the Ozone Layer and in 1987 with the Montreal Protocol on Substances That Deplete the Ozone Layer. Recognizing that the Montreal Protocol was not stringent enough, parties to the Protocol met in Copenhagen, Denmark in late 1992 to supplement it with a faster phaseout schedule for ozone-depleting substances. Title VI of the Clean Air Act Amendments of 1990 and EPA regulations implement the Protocol in the US.

Richard N. Gilberg is the new top attorney for the International Brotherhood of Teamsters. He is a long-time associate of the new president, Ronald Carey. Susan Davis is the new associate general counsel. Like Carey, Gilberg seeks to rid the teamsters of corruption. When the union settled civil racketeering charges with the Department of Justice, it agreed to closer government oversight. Gilberg hopes that an ethics committee he is putting together will render this unnecessary.
