Roaming free? Roaming network selection and inter-operator tariffs

Article Abstract:

The success of GSM services in Europe is attributed to International roaming. This success is a concern for the competition authorities because the international roaming charges have remained high despite the decline in prices of mobile services and the increasing number of customers who are using their mobile phones abroad. The findings of the European Commission on the high international roaming charges are summarized. The impacts of the technological and institutional constraints, in which mobile network operators (MNOs) set roaming charges, are analyzed.

Market structure in mobile telecoms: qualified indirect access and the receiver pays principle

Article Abstract:

The UK telecommunications regulator, Oftel, is investigating the consequences of limited competition in the mobile communications sector as a result of limited spectrum. Oftel believes that the prices for calling mobile phones are too expensive. It is demonstrated that such relatively high prices are caused by asymmetric incentives. Usually, it is the calling party who pays for the call. However, it is shown that if the receiver is asked to pay partly for the call, prices of calls to mobile telephones would be reduced.
