Defining a "full" record

Article Abstract:

A legal battle between Liz White, ex-director of environmental health of Clinton County, OH, and businessman Ralph Larry Roberts led to a dispute with county commissioners over public records. Missing information in the minutes of a commissioners' meeting which White wished to inspect has resulted in a nationwide debate on public access to records and freedom of public information. White's suit against the county commissioners has increased public awareness of the importance of public records.
