Sex, bombs spur furor over public access

Article Abstract:

The Cable Communications Policy Act of 1984 does not allow censorship of public access cable television channels except when community standards are violated, or when the material is deemed indecent or obscene, or in violation of the Constitution. Interpretation of and compliance with the Cable Act has been an issue in several states. An Arizona station aired a program in which the producer and cast members were arrested on obscenity charges, which forced the station to set new guidelines. Other states affected include Oregon, Nebraska and Texas.

Various US and state court systems are experimenting with electronic storage and filing systems to better manage court records. Prisoners, soldiers fare differently on access to explicit magazines

Article Abstract:

The US 9th Circuit Court of Appeals and the District Court of New Jersey each overruled bans on pornography to prisoners in 1998 cases. The 9th Circuit found an Arizona law banning all pornography from prisons overbroad in Mauro v. Arpaio. The District Court's decision overturning New Jersey's pornography ban in Waterman v. Verniero is being appealed. The US Supreme Court refused to review a case upholding a pornography ban on military bases.
