A licence fee for all

Article Abstract:

BBC is seeking a hike in licence fee on the grounds that it is a public service broadcasting company, and is doing public good by providing such service. However, it would be better if this fee is shared with other broadcasters as well. The reason this fee is collected is to cover the risks associated with the market, which if left at mercy of private broadcasters will not serve the public.
