EEO advice

Article Abstract:

Broadcast stations are legally obligated to establish and maintain equal employment opportunity (EEO) programs. Recruitment and promotional policies should be reviewed to ensure that minority applicants are fairly treated. Stations should maintain EEO files on job vacancies, promotions, policy dissemination, recruitment, training, complaints, and continuing evaluation. The FCC uses a 50-50 parity standard to evaluate stations' EEO efforts.

An FCC rule prohibits personal attacks during political broadcasts. The Personal Attack rule is triggered by attacks on a person's integrity or honesty, although statements made during discussions of controversial public issues are not considered attacks. News documentaries as similarly exempted, although the rule can apply to editorials. Stations bear a responsibility to notify those attacked and to provide them with response time.

Towers

Article Abstract:

The FCC rules indicate that television broadcasting towers should be painted in alternating bands of orange and white. The towers lighted with high intensity light obstruction need not be painted. The violation of the rule regarding painting or lighting a tower will result in the FCC levying a fine on all licensees using the tower. The latest rules of FCC indicate that all the licensees must register their usage of the tower.
