PACT proposal may be taken up by BBC

Article Abstract:

The BBC is thought to be considering the restructuring of its commissioning system to enable independents to operate in a level playing field, following proposals in a PACT policy document. Separate broadcast and production divisions would be created with channel controllers at the centre of the broadcast division and separate commissioners for in-house and independent output.

Indie mirage: independents fear that last week's reshuffle at Carlton could signal a further shift towards in-house production

Granada Group is maintaining two distinct production companies following its takeover of LWT. However Carlton, which merged with Central, is combining two ITV companies into one production house. However independents who work through the company are concerned about the recent departure of Paul Jackson, the programing architect of Carlton.
