Carter: we wonEt top slice the BBC

Article Abstract:

Stephen Carter, the chief of Ofcom, has announced that Ofcom would not be reducing the licence fee of BBC to provide funds for public service broadcasting by commercial broadcasters. However, in a fully digital television scenario, a new system would have to be created to encourage public service programs by commercial broadcasters like ITV and Channel 4.
