A delayed budget

Article Abstract:

Former Pres Bill Clinton presented a baseline budget estimate up to Fiscal Year (FY) 2007 to Congress before he left office. The National Defense budget for FY02 was $310 billion, an amount based on FY01 funding levels. The budget estimate, however, did not contain appropriations titles and details for particular programs. These budget particulars are expected to be addressed by the Bush Administration when it submits its FY02 budget to Congress.
