A sensible step backwards

Article Abstract:

The decision of Defense Sec William Cohen to postpone additional reductions to the US Army reserve component end strength was praised. Implementation of the cuts as contained in the 1997 Quadrennial Defense Review would have resulted in internal discord between the active duty officers of the Army and supporters of the Army National Guard. Sec Cohen's decision to defer further cuts in the reserve component force structure is considered an admission that reserve components are an important part of the US' capability to respond to international peace- keeping operations.

Launch pad frustrations

Article Abstract:

The US Air Force Space Command is encountering problems resulting from two policy issues that affect military, civil and commercial interests at the US space launch facility. The first is the 'excess capacity' provisions of the Commercial Space Act of 1998, which stipulate that US launch ranges can be used for commercial launches only when the ranges have idle capacity. The second issue is Congress' refusal to provide Federal liability indemnification for commercial launches.
