Article Abstract:

Department of Defense has asked Congress for authority to begin a Health Savings Account (HSA) pilot program for military retirees under age 65. Under HSAs, total contributions are set to cover beneficiaries' out-of-pocket medical expenses up to the amount of the deductible and savings accounts can grow if beneficiaries stayed healthy or used health care services prudently.

The responses of Department of Veterans Affairs (VA) health care system are detailed. The Capital asset realignment for enhanced services (CARES) planned to close major facilities in Pittsburg and build new hospitals in Orlando and a bill was introduced to relax the retirement age for members of the Guard and Reserve.
