The escalating campaign of terrorist attacks in the southern Russian republic of Dagestan in 2005 has raised fears that the republic is on the verge of an outbreak of interethnic and religiously based conflict. A leaked memo from Russian President Vladimir Putin's personal representative in the Caucasus has drawn attention to the rising strengths of extremist Islamist groups, especially their growing influence at a local level.
