DD 21: collaboration and competition on the move

Article Abstract:

The US Navy's DD 21 program has gotten off to a convoluted start but program officials are sure that there exists genuine competition between the two competing teams. Officials and participants say the program, which assures the two teams of getting a piece of the work, represents a new way of doing business for the service. DD 21 is the first US Navy surface ship designed entirely with 21st century strategic concepts in mind.
