El Nino, Y2K, and other cyclical phenomena

Article Abstract:

The US merchant marine, coastal shipping sector is moribund. Yet the already stagnant US flag fleet is being threatened further by a concerted effort within Congress to repeal or modify the 1920 Merchant Marine Act, better known as the Jones Act. Former Asst Navy Sec John Douglass stressed that this law is vital to the domestic maritime industry, the Navy and national security. The government must therefore develop an acceptable alternative to protect coastal shippers and maximize the use of the waterways running along US coasts.
