Article Abstract:

Cuba's inability to effectively control its air space and waters makes it an important transshipment point on drug smuggling routes into North America additionally leading to an increase of crime and drug use in the country and to burgeoning organized crime. Such a situation does not bode well for Cuba's development and the political changes bound to occur post Fidel Castro make cooperation between USA and Cuba an urgent requirement.
