The inadequacy of an Israeli counterattack against Hezbollah anti-personnel rockets, which were actually transformed tactical artillery assets, necessitates the priority development and deployment of an effective and affordable active defense. The procurement of the Northrop Grumman Skyguard laser system and Nautilus high-energy laser systems are considered as part of Israeli defense initiatives to protect vital civilian and military installations.
