Article Abstract:

An arrest warrant was issued by Lebanese judicial authorities against General Michel Aoun, a former prime minister and army commander who led a campaign against Syrian domination of Lebanon in the closing stages of the 1975-90 civil war. The warrant was issued consequent on AounEs failure to respond to a court summons for branding the Damascus government as ean organized crime syndicateE and for inciting sectarian strife.

The Algerian President's chances of winning a second five-year term are bright because of a deepening rift within one of the two Islamic rebel factions opposing his candidature. A combination of the President's amnesty and intensified military operations has seriously eroded the insurgents' capabilities and they are no longer considered a threat to the regime.
