Making every bullet count: How effects-based operations help win war

Article Abstract:

Effect-Based Operations (EBO) applied in warfare is an effort to make sure every bullet, every bomb and every soldier counts, and that they achieve maximum effect through efficient and effects-based planning. The dropping of the atom bomb on Japan in World War II, which brought an unexpected early end to the six-year-old war, remains the best example of the application of EBO in war.

The article discusses the new manual on counterinsurgency operations (COIN) of the Army are regarded as a superb piece of doctrinal writing. COIN is helpful and relevant to senior commanders in Iraq but lacks the most essential reality of counterinsurgency warfare for those trying to elucidate how to conduct the warfare.
