Nalchik attack could begin a wider Caucasus conflict

Article Abstract:

The militant attacks on the Kabardino-Balkar Republic capital of Nalchik were not directly related to the war in Chechnya, but have demonstrated that political, religious and economic grievances are fuelling regional unrest throughout the North Caucasus. The performance of federal forces was unimpressive and the attacks here and elsewhere mean the North Caucasus is in danger of sliding into anarchy.

Putin announces security reforms

Article Abstract:

The Russian President Vladimir Putin has signed the presidential decree 870, which gives the Federal Security Service (FSB) greater status and leadership, but stops short of the dramatic expansion in its authority. The effectiveness of any reform would be limited unless and until all the various internal security and foreign intelligence agencies are united into a single powerful entity.

Al-Qaeda and the Chechens

Article Abstract:

Russia has long considered Osama bin Laden as one of the primary financers behind the Chechen rebellion, and bin Laden has encouraged that view. However, it is likely that the bin Laden and Al-Qaeda contributions to the rebellion have been comparatively minor.
