New dawn for US global strategy?

Article Abstract:

The US Navy (USN) plays a marginal or supporting role in the cold war and global war on terror, as an afterthought, because it lacks a specific strategic plan. An attempt is being made by the USN to rewrite the nation's maritime strategy to ensure it plays a central role for navy warships.
