New nuclear controls sought to plug leaks

Article Abstract:

International non-proliferation officials along with the US officials are investigating the case of an international smuggling syndicate headed by a Pakistani scientist that provided many countries with nuclear weapons technology. Top ranking officials in the International Atomic Energy Agency feel that for any export control of nuclear weapons to be effective, all member countries must sign a treaty and a system of national accounting must be in place.

The nuclear weapons capabilities of India and Pakistan have not developed as rapidly as observers had anticipated. Pakistan's development has been the more rapid of the two, while India's nuclear plans are on a larger scale.
