Reinvesting in the force

Article Abstract:

The Air Force has received an unexpected boost from the FY2000 military budget. This slight increase in funding for operations was the main issue discussed at the 1999 Air Warfare Symposium held by the Air Force Assn. USAF Chief of Staff Gen Michael E Ryan said the added funding will benefit modernization plans, military preparedness and quality recruitment. Ryan added that it was appropriate to re-invest in the Air Force after major reductions in budget, personnel and structure were made after the Cold War.

Martin says 'Realism' can save acquisition

Article Abstract:

General Gregory S. Martin, erstwhile chief of the US Air Force Material Command, urges a more realistic evaluation of timetables and costs at weapon procurement time. He favors the Pentagon's program analysis and evaluation shop's use of historical cost-estimating methods over the modern propensity of looking to faster processors and smarter business methods when estimating the cost of new systems.
