The changing world of nuclear deterrence; missile defense should be in addition to - not instead of - deterrent capabilities

Article Abstract:

Admiral Richard W. Mies, testifying before the Senate Armed Services Committee, expressed the opinion that a sound nuclear deterrence policy would include both offense and defense. In addition, missile defense should be viewed as an added dimension, and should not replace assured response.

The Air Force believes that its military capabilities are not being met since its fighter planes lack updated avionics equipment. Efforts to improve the avionics equipment and compensate for the shortfall are examined.

Firing for effects: the important measure is not the targets destroyed but rather the effect on the enemy's capabilities and actions

Article Abstract:

The effectiveness of military tactics should be measured by how much the adversary's forces are affected rather than the actual targets that are destroyed. Several examples of the effectiveness theory are presented.
