UK resilience legislation moves closer to law

Article Abstract:

The Civil Contingencies Bill, which is an enabling framework to address emergencies, civil protection and resilience, was included by the UK in the agenda for its Parliament session. The Draft Civil Contingencies Bill has three separate but related elements in the form of the civil contingencies legislation, specific anti-terrorism measures, and a linked civil protection capabilities enhancement program.

The US and UK have started re-evaluating their counter-terrorism strategies and tactics, focusing on direct interdiction of suspected terrorist funds and using financial intelligence to support tactical and strategic goals. The current initiatives in the U.S. and the U.K are examined and likely future trends in the financial war on terrorism identified.

Issues concerning the structures and initiatives of the European Union in response to terrorist threats post-September 11 are examined. The EU sees itself as a target area. It is also used for preparatory and logistics purposes by terrorist groups.
