Article Abstract:

US and Japanese sanctions on North Korea aimed at restricting the flow of illicit revenue is likely to hinder North Korea's reform process and force further state sanctioned criminal and illicit activities to replace lost revenue and discourage legal economic reform. This would prove to be a concern not only to the US and Japan, but also South Korea, China, to a lesser degree, Russia, all of which are anxious to see the crisis-free integration of North Korea into the regional and world economies.
