A premier's cryptic smile

Quebec premier Robert Bourassa is demonstrating his usual caution in his somewhat ambiguous responses to the proposed constitutional changes being proposed by Canada's nine other premiers. Bourassa has praised the spirit of the proposal, but also has suggested that certain changes might be needed.

Challenges for a new leader
