A supreme dilemma: a judge's retirement raises the national unity stakes

La Forest's resignation from the Canadian Supreme Court before it's Dec 1997 hearing on the legality of Quebec's unilateral declaration of independence, has caused a crisis in the debate over national unity. PM Jean Chretien is taking a new hard stance on Quebec so the judicial appointment is crucial.

Charest was undecided as to whether he should enter the race to become prime minister for two days before committing to the contest. Although he still trails front-runner Kim Campbell for the leadership of the Progressive Conservative Party, Charest has become a strong political force.

Charest did an able job of articulating the federalist position in the referendum campaign on Quebec independence. It is likely that Canadian Prime Minister Jean Chretien will appoint Charest to some government post, possibly one that would oversee constitutional reform.
