Quebec's Superior Court began hearings on a case brought by Guy Bertrand that challenges the constitutionality of any future Quebec referendum. The Canadian federal government joined the case, which prompted an emergency meeting of the Quebec cabinet called by Premier Lucien Bouchard.

There has been heated debate over the Oct 30, 1995, referendum on Quebec independence but both separatists and federalists agreed to tone done the acrimonious nature of the debate. Polls conducted in Sep 1995, indicate the referendum is likely to be defeated.
