Article Abstract:

As U.S. seaports try to comply with national security regulations, ports are experiencing serious labor shortages, cargo congestion and freight backlogs, leading to long delays in delivery of goods as well as potential security risks. Union officals and port owners are in sharp disagreement on how secure conditions are currently at the Port of Los Angeles and the Port of Long Beach, which handle about one third of the nine million cargo containers that arrive each year in American seaports.
