France and Germany Join U.S. In Effort to Reduce Iraq's Debt

Article Abstract:

Special envoy James A. Baker convinced France and Germany to develop a plan to forgive Iraq's debts so that Iraqi postwar reconstruction can advance with a stronger financial base. France and Germany reflected the goal of the Paris Club, created in 1956 and consisting of 19 industrialized nations that work to help countries stiffled by their foreign debts. Collectively they have $40 billion of Iraq's $120 billion in overdue loans. Arab nations are carrying the rest of the debts.

LIBYA TO GIVE UP ARMS PROGRAMS, BUSH ANNOUNCES

Article Abstract:

Nine months of secretive diplomatic negotiations have resulted in Libya's announcement that it will dismantle its weapons of mass destruction program and allow international inspections to verify its commitment. Pres. Bush and Prime Minister Tony Blair announced Col. Muammar Qadhafi's new policy and hinted that a new era of relations with Libya could evolve. The announcement came two days before the 15th annivesary of Libya's terrorist bombing of Pan Am Flight 103.
