Beazley's promise breaks two golden rules

Article Abstract:

A 1994 promise by Australia's Labor Party to have women account for 35% of its elected officials by 2002 is in serious trouble. The promise was expected to generate strong support for Labor with female voters, but that support has not materialized. The mistake was compounded when Labor leader Kim Beazley reiterated the promise. Beazley must overcome the error by recommitting himself to a campaign based on integrity and fair dealing with the electorate.
