Article Abstract:

Outlines of significant events in government welfare programs are presented chonologically. In the 1960s, the administrations of John F. Kennedy and Lyndon B. Johnson promoted welfare programs for the poor. Broad expansions of welfare programs were rejected by the Congress under Richard Nixon and Jimmy Carter in the 1970s, but less controversial welfare programs were passed. In the 1980s, the Reagan administration was characterized by sharp cuts in welfare benefits and the establishment of workfare programs. The 1990s saw major cuts and freezes in welfare benefits and incentives to welfare recipients.

Article Abstract:

Welfare programs were instituted as goverment instruments to fight poverty. Both the Kennedy and the Johnson administrations enacted legislations such as Food Stamps and Medicaid which expanded the number of public welfare recipients. Succeeding administrations espoused reform of the welfare system. However, major welfare reform by Nixon and Carter failed because of high cost, low benefits and the work requirement elements of the programs. Reagan, for his part, approved cuts in welfare benefits and encouraged state provisions that require welfare recipients to join workfare programs.
