DELAYS AND SPLIT ON IRAQI COUNCIL IMPERIL U.S. PLAN

Article Abstract:

New challenges to the US plan to establish an Iraqi government are evolving as the influential Shiite cleric Ayatollah Ali al-Sistani continues to press for direct elections instead of an American-appointed power structure. Officials of the Iraq Governing Council also have split over which course of political action the Iraqis should follow. These budding conflicts have delayed the Council's creation of an interim constitution which is due by Feb. 28. Sistani believes that a directly elected governing body and not the US should have the authority to approve the constitution and decide if the US may continue to occupy Iraq.

Shiite Clerics Clashing Over How to Reshape Iraq

Article Abstract:

The violence that pervades Najaf, Iraq reflects a power struggle between established Shiite clerics and younger Islamic fundamentalists who seek to create an Islamic-dominated government. The militants support the leadership of Moktada al-Sadr who advocates a system of clerical rule found in Iran. The older, more moderate Shiites are awaiting the US creation of a democratic government that they can control because Shiites dominate 60% of the Iraqi population?estimated to be 25 million.
