Did voting glitches defeat Kerry in Ohio?

Article Abstract:

Both Republican and Democratic parties have identified Ohio as the key 'battleground' state of the upcoming congressional election and hence both have mounted ambitious efforts of register new Ohio voters. Many researchers have stated that the problems of 2004 elections, in which US President George Bush's win over Senator John Kerry was disputed on grounds of engineering a massive fraud, might inspire a new wave of voting reforms, though substantive changes are unlikely before the 2008 elections.

There is also concern about mass social disruption grounded in public panic.
