Article Abstract:

It has been fifty years since the United Nations' set up the Universal Declaration of Human Rights and since 1948 conditions have improved. Most countries have treaties regarding civil, political, social and economic rights. Still, in some countries flagrant abuses continue. The UN is seeking approval of an International Criminal Court for human rights violators, but the United States opposes the proposal. The U.S. is also criticized for failing to ratify many human rights treaties.

Independent Counsels Re-examined

Article Abstract:

The independent counsel law will expire on Jun 30th, 1999. It was enacted after the Watergate scandals to investigate the misdeeds of high ranking officials within the US government. However, after the four year investigation of President Bill Clinton by Kenneth W. Starr, few Republicans and Democrats want to save it.

Assisted by the United States, most former communist Eastern European countries have established productive Democratic government. Many countries however, such as the former Yugoslavia, remain in transition, contending with civil unrest, militant governments, and economic instability.
