Article Abstract:

The major elements of Peter Costello's superannuation tax reform plan, which would come into effect from July 1, 2007, are discussed. His proposal to eliminate all income tax on payments through the super system to people aged 60 and over might return benefits in excess of its costs, but it does not include the potential impact on household saving and the beneficial implication on the account deficit.

The home ownership and affordability is the focus of Howard's central policy strategy. In Australia housing accounts for 60 percent of household wealth, compared with 30 percent to 40 percent in Western Europe and almost 25 percent in the United States.
