The Atomic Energy ministry, Minatom, campaigning to market Russian nuclear know-how to developing countries, is developing business relations without worrying about its adverse effects.

Yukos, in Russia, would pay its tax bill with stock, charged against its largest oil company or end up in the hands of a company friendly to the Kremlin, effectively renationalizing the firm and giving Vladimir Putin better control of a strategic resource. Putin needs foreign investors to achieve his aim of doubling GDP by 2010, and investors are not going to walk away from Russia's rich oil- and gas fields.
