Passenger-rights plight: delayed

Article Abstract:

Members of the Air Transport Assn (ATA) failed to agree on a plan intended to preclude congressional action regarding passenger rights. The ATA, which is the airline industry's trade group, had prepared a draft proposal in which airlines would provide passengers more information and give basic necessities to stranded passengers. The airlines, however, balked at giving refunds. Legislators said that the failure of the airlines to agree on a voluntary agreement regarding passenger rights indicates the need to pass passenger rights legislation.
