Troubled Penney's CEO to step down

Oesterreicher will remain in his posts until a successor is chosen, suggesting that the action was mutually agreed upon. Analysts say that executive changes at the retail chain were already hinted at early in 2000 when it announced a restructuring program, including hiring from outside the company. Penney has been losing market share to smaller rivals and its stock value has been declining.
