State and local initiatives

Article Abstract:

Massachusetts and Indianapolis are the leaders in privatization of services and selling of public assets. Along with other states and local governments, they are resorting to privatization to counter recession and tax hikes. Massachusetts has saved approximately $8 million by privatizing health care for its prisoners. Indianapolis appointed a group of volunteers called the Service, Efficiency and Lower taxes for Indianapolis Commission (SELTIC) to review government services. On its advice, the Indianapolis sewer-billing will be handed over to the Indianapolis Water Co.

Reagan's commitment

Article Abstract:

Pres Ronald Reagan was committed to privatizing many of the government's assets and services. He appointed the President's Commission on privatization to evaluate privatization effects and plan future strategies. The Commission suggested removal of US monopoly on the Postal Service, sale of the government's loan portfolios in several fields and private operation of airport traffic-control towers. It also recommended privatizing US military commissaries and correctional institutions, and suggested issuing vouchers for public school education.

Making do with less ... recession's impact on state library budgets

Article Abstract:

The Council of State Governments conducted a survey to determine how the 1990's recession had affected the state library agencies. Most states had to freeze salaries and hiring, while some had to make outright job cuts, including full-time positions. Other state libraries have reduced costs by reducing library hours and new acquisitions. Special services such as those for disabled persons and book-delivery services to isolated areas were terminated in some states.
