The spy who sued over Canada

Article Abstract:

Keener angered the DIA when he argued at a conference that an independent Quebec would pose no problems militarily for the US. The DIA tried to prevent Keener from attending anther conference, but Keener sued the agency and won. The issue highlights the rivalry between Canadian and Quebec emissaries.

Alaska's Rep Don Young and his two senator colleagues have enormous clout in the US Congress so that Ottawa immediatley got a sharp protest from the US over the ferry hostage incident. Alaska's reps are not pro-environmetnalists and take a hard-line towards British Columbia's salmon fishermen.

Rep. Tom Campbell's concern about protecting US interests and his relationship with Montreal businessman Harry Bloomfield led to the hearings on what the secession of Quebec would mean to the US. Witnesses agreed that an independent Quebec would not automatically become a member of NAFTA.
