Europe moving toward ban on Internet hate speech

Article Abstract:

The Council of Europe is attempting to add a protocol to the 43-nation cybercrime convention which would ban racist content and hate speech from the Internet. The U.S. would not be required to sign the side agreement with its allegiance to the First Amendment. France appears to have pushed hard for the protocol following its case against Yahoo involving Nazi memorabilia on the auction site. The convention also forbids online fraud, child pornography, hacking and electronic vandalism.
