Article Abstract:

Illegal immigration does not threaten Western Europe despite politicians' rhetoric, and immigrants play an increasingly vital role in industrialized economies. The rise in numbers of foreign nationals in Europe derives chiefly from births and legal immigration, and only some 2.6 million in 1991 had no papers or irregular ones, out of a population of 380 million. Britain in particular has only a minor problem thanks to its island nature and strict controls. Moreover, immigrants make a strong positive contribution.

Saddam's water war

Article Abstract:

The engineering plans of the Saddam Hussein government for Southern Iraq may destroy the lives of the Ma'dan, the Marsh Arabs who live in the area. The Iraqi Agriculture Minister explains the plans to drain the marsh lands as being necessitated by the need for new farm lands to replace salt-crusted and over-used farm lands. However, several human rights groups and the Iraqi opposition suggest that there is the political aim of trying to root out the dissidents who hide in the reeds of the marsh land.

Unblocking the brain drain

Article Abstract:

A new pattern of migration of skilled labor has emerged. This pattern, characterized by the circulation of skilled labor, replaces the traditional 'brain drain' pattern, in which skilled labor migrates from developing or unstable countries to wealthier or more stable areas. The circulation of labor will promote international cooperation and exchange because professional workers settle in an area for two or three years and then move to a different area.
