At what real cost?

Article Abstract:

Newly proposed environmental policies call for further reduction of utility emissions of SO2 and NOx, a move that is expected to have far-reaching effect on the nation's energy policy. New environmental policies are expected to affect the electricity industry, particularly the fossil-fired capacity, requiring high costs in emissions reduction technologies and fuel-switching and rendering plants uneconomic because they are at risk.
