Communication: key to effective nuclear oversight

Article Abstract:

A 1997 General Accounting Office report revealed that the Nuclear Regulatory Commission (NRC) lacks an effective monitoring scheme in ensuring licensees have competence in managing their nuclear power plants. The responsibility for complying with this task falls on the boards of directors and senior management of electric utilities. A survey conducted by Barrington-Wellesley Group revealed that 27 utilities have nuclear committees or used external advisers. Six utilities who are at the NRC's Watch List are included in this group. The survey also found that 15 other utilities do not have nuclear committees or external advisers.
