Net national emissions, CO2 taxation and the role of forestry

Article Abstract:

The net national emissions concept suggests that nations purchasing carbon dioxide (CO2) permits or paying CO2 taxes should consider the accumulation of carbon in forestry. A dynamic general equilibrium model with productive capital and the stock of forests were used as state variables in devising the correct tax/subsidy program for giving proper incentives to forest owners and wood users. Results show that forest owners in a decentralized economy should be subsidized. In addition, CO2 emissions should be taxed whether they originate from fossil fuels or wood.

Aggregation bias in natural resource price composites: the forestry case

Article Abstract:

Cointegration tests were employed to test for the presence of aggregation bias in the composite price time series of forestry products. Results reveal forestry price series to be difference stationary processes and not trend processes. The results challenge the validity of findings of composite forestry time series which state a shortage of timber and other forestry resources.

Centralized versus decentralized taxation of mobile polluting firms

Article Abstract:

Where the marginal cost of pollution and the production cost of the firm are considered, the location of a mobile polluting firm will likely be sub-optimal under decentralized taxation rather than under centralized taxation.
