Reforming the union

Article Abstract:

The UN is overdue for fundamental reorganization. The demise of the Soviet Union has left only the US and China as members of the Security Council with any claim to superpower status. Seats on the Security Council for the unified EC and Japan make good sense. Decision-making in the UN should be more democratic. Only the permanent members of the Security Council may now pass or veto trade embargoes or authorize military force even though the 174 other members are obliged to obey. Furthermore, inefficiency and bureaucratic tangles should be eliminated in favor of business-like efficiency.

All for one or not at all?

Article Abstract:

The Parti Quebecois, Quebec's separatist party led by Jacques Parizeau, pushed its way to power with promises of independence and economic growth for the largely French-speaking province. Quebecois nationalism has a long history, with roots going back to 1759. The 11 Native American nations, whose lands encompass over 30% of Quebec, generally opposed Quebec's sovereignty movement, as do most of the non-French speakers. Although less than 50% favor a separate Quebec, a referendum vote is scheduled for late 1995.

A golden age for Africa?

Article Abstract:

The end of apartheid in South Africa may spark economic development in the whole of sub-Saharan Africa. South Africa is already the dominant economic power in southern Africa, being the destination or conduit for most regional foreign trade. However, the potential for political instability may scare off foreign investors. Some experts anticipate a regional Marshall Plan supervised by development agencies will be necessary to initiate an integrated regional economy.
